Abstract

In a developing country, governance is highly attached to social systems. The governance is so constitutionally affectionate to the people that can hardly be effective in a developed nation. The help of this authority is a driving force for the social-cultural or economic prospects. Henceforth several laws are made in this aspect to make the people aware enough with the help of this governing structure. It is a much social policy formulator if properly established. Henceforth in India governance is highly related to the prospect of people development. Since 1950 when the nation started to promulgate constitutional provisions since then the government irrespective of time or space division is highly mature towards offering the best possible help to the citizens. It is a guarantee with which every political party asks vote during the voting session. So the people in this nation are automatically in better situated at least as per the governmental viewpoints. The people are also related to design the sentimental attachment with the governmental functionaries and establishment. Henceforth it can be said that in India the governance is bi-dimensional where government and public are interconnected for the national development at its basic virtue. Good governance is not a very new concept in the aspect of India. It is historically proven that in the Gupta era India was assured with grass-root governance. Since then it was happily continued to be established with the rulers from the Islamic clan. In this way, the rural development prospect is much known for the Indian people. The British government also was much effortful for governing rural people through economic exploitation. In independent India, the rural development has got its speed with the Panchayati Raj. This Raj is synonymous with governance where the Panchayat is denoting the five heads so it is an example of local-level governance. To make it more scientific and timely the 73rd Constitutional amendment upon Article 243 has made it three-stage or tier. This process is helpful for the people whatever their social positions. Now when the Corona symptom has acquired an important place in the country then is the time to see how the Panchayati system can address the issue for offering better living in case of the rural inhabitants. The rural inhabitants may be migrant people or those who are always in the villages. In this time when the nation has slowed down its economic progress then the rural people are having deeper vulnerability as they may have loosened their economic way out. This economic weak position can be effective for the social or cultural line as well. The governance system has to work upon this situation to stabilize the situation. Here a review will be placed to see how the total system can be modified for benefiting the said group of persons. This study is a unique one as this is trying to see the future from the available database of this present time.
